Free anime was introduced on television in the United States with the launch of Cartoon Network's Toonami programming block in October 1996. Before that, anime was only seen on weekday afternoons over paid cable networks such as HBO and Animax, which were inaccessible for a lot of people.

"As long as we have an audience who wants to watch it," said Dave Smith at the time, "we'll invest in it." This investment yielded two things: OVAs (Original Video Animation) made by Japanese companies only available to countries that had already bought them; and new series--originally aired on TV--that could be found anywhere else but Asia.
